President Truman faced strong calls to intervene as Korea split from Soviet talks and a Moscow note delay fueled U S Russian friction. Lt. Gen. Hodge said unification talks failed, while Senator Langer urged Truman to phone Stalin to remove mutual fears and clear the path to the Moscow conference.
Sugar consumers do not need to apply for the new 10-pound coupons to be validated on April 1. Leslie Banks, director of the Richmond Sugar Branch, said the program removes the need for issuing new stamps. Spare stamp 53 remains valid for five pounds of sugar through March 31, 1947.
The Sunday February 23 program by McIinee's Municipal Band is postponed to March 2 1947. Also an advertisement notes nylon silk and rayon stockings at N. & P. Style Shoppe with sizes 8 42 to 11 and prices from 1.08 to 1.95.
The 27 year old Will of Grainville P. Meade may create a Virginia scholarship fund exceeding 400000 dollars for white male Virginians unable to afford college. The will names a Virginia board to manage investments and select recipients from eligible applicants within the state. Governor William Tuck was informed, with a court administrator to be appointed if he cannot serve.
At Purdue University in Lafayette Indiana a new wooden bleacher section collapsed at the end of the first half of a Western Conference basketball game with Wisconsin. Two students died Roger Gelhausen 24 and William Feldman 20 and about 200 were injured as 3500 spectators fled. Authorities note prior tragedies include Purdue football wrecks in 1903 and a 1936 dressing room gas explosion.
Undersecretary Will Clayton told the House Foreign Affairs Committee the 350 million dollars in relief would go to five European nations and China Austria Greece Hungary Italy and Poland He noted Yugoslavia and White Russia were left out though they had received UNRRA aid and warned stopping UNRRA funds could be disastrous as UNRRA winds down on March 31.
Approximately 40 percent of the county’s secondary roads are now open as crews work to clear drifts. F M Yellett, resident highway engineer, says many main routes still faced closures while some roads were reopened with rotary snow blowers. Schools remain closed across Frederick County as drifting snow and wind persist in Virginia’s Shenandoah Valley.

On February 25 in Komagawa Japan a six car train derailed spilling four cars into a 30 foot embankment. At least 178 people died and 350 were injured with more casualties possible as wreckage was cleared. The line serves a farming area northwest of Tokyo.

Harry B. Rambo of Hagerstown Maryland has been named commercial representative for the Northern Virginia Power Co in this area. He takes over duties from William F Cowherd who moves to Martinsburg West Virginia as service department manager. Rambo, Gettysburg College graduate and World War II veteran, brings advisory experience to commercial and professional customers.
Dr. Frederick C. Lincoln of the Interior Department told Winchester Izaak Walton League members that North American wild duck numbers fell from 150–200 million in 1900 to 27 million in 1935 due to drought. He praised rehabilitation efforts, Ducks Unlimited, and marsh creation, noting rebound to 125 million by 1944 and a drop to 80 million in 1945.
Foreign Secretary Ernest Bevin told the House of Commons that President Truman wrecked peace talks on Palestine by urging immediate admission of 100000 Jews to the Holy Land during the U S election campaign. Bevin recalled hopeful talks last October and said the Paris Peace Conference interruption followed a late night call from the Prime Minister.

David Dubinsky, president of the AFL Ladies' Garment Workers Union, decried proposed labor law changes as a body blow to democracy and urged Congress to focus on real collective bargaining and reducing workers' economic insecurity. Raymond Livingstone of Thompson Products also criticized the NLRB as biased and dangerous.
L B Dietrick director of extension outlines 1946 farm price levels and expected 1947 declines at a Winchester farm meeting. He notes farmers’ total assets rose to 102 billion since 1940, half from land price gains that may fade if prices drop, and warns many farmers rely on credit as liquid assets concentrate among few. Land prices at a high peak may have been reached amid falling cash transfers and large mortgage shares at 50 percent of sale price.
The Winchester common council approved on third reading an ordinance for 650000 Water Sewer and Disposal Plant Bonds. A Senate banking subcommittee approved a bill to raise rent ceilings 10 percent and end federal rent controls on December 31. The plan would shift enforcement from the Office of Price Administration to the courts or state systems, with Buck noting readiness for full committee review in about a week.
A 25 year old veteran Joseph Sayers from Wilkes Barre was seen crying before entering a downtown restaurant booth with a paper bag. A blast in the booth injured no one else seriously and left Sayers dead, police suspect a home made bomb.
