Paris, Feb 22. The French cabinet approved a plan for an independent defense fund totaling 10 billion francs to support long term armaments. Edouard Daladier would head the fund as it goes to Parliament for urgent consideration. The plan aims to accelerate war material production and boost naval and air rearmament. The navy seeks two 35 000 ton battleships and the air force 1000 new fighters. General Victor Vaullemine named chief of the air force staff.
Hugh Lloyd Thomas a 49 year old British minister to Paris was killed when his horse Periwinkle I fell during a three mile derby steeplechase in Derby England. He had been secretary to the Duke of Windsor before his Paris post and was a Grand National favorite riding Royal Mail.
