A letter to Speaker Bankhead requests 250 million dollars to meet relief needs in major U S industrial centers. The note warns that about 3 million have lost private sector jobs, with half a billion now on hand in state relief efforts.
President Roosevelt asked Congress for an immediate 250 million dollar appropriation to fund relief through the next four and a half months. WPA officials said most funds would target industrial centers and auto manufacturing cities, with about 1,000,000 people to be helped on average during the period. The request would supplement roughly 497 million still available from the prior allotment.

Hwa Mei Wan Pao and Fang Wei Pao publications in Shanghai were bombed injuring three Chinese as H. P. Mills an American publisher from New Orleans sought protection. A threatening letter asked halting anti Japanese copy amid tense city scenes and a Japanese flagship searched with lights.
Central Relief Association plans an 8500 budget for 1938 during a Winchester drive the week of March 17. W Nelson Page and Sam Preston announce the goal, noting a surplus from 1937 and improved conditions while warning demand may still exceed funds. 145 cases remain on welfare rolls, all unable to work, with no able workers assisted locally.
Miss Katherine Pannill and pupil Thomas Edwards of Handley High School represented Winchester in the sixth annual Cumberland Valley artists exhibition at the Washington County Museum of Fine Arts in Hagerstown Maryland. San Francisco weather officials ruled out calling the day’s gale a hurricane though winds neared 80 miles per hour in Oleum Bay. Meteorologist Thomas R. Reed said the event lacked tropical origin and that "hurricane" describes small tropical storms, while the proper term is extra tropical cyclone.
Franklin Daniel of Lynchburg with ten co patrons proposes in Virginia House a bill to redistrict the House while not changing the Senate. It aims to reduce inequities by lowering and raising district populations and adding seats for Lynchburg Richmond Norfolk Roanoke Wise. The plan keeps a Wise-Dickenson floater and adds a Clarke Frederick Winchester floater district.
Peace advocate Frederick J. Libby told the House naval committee that President Roosevelt’s Chicago fall speech signaled a policy of threat and bluff likely to end in humiliation or war. He opposed the proposed 800 million dollar naval buildup as a step toward war and urged restraint with a credible defense plan while calling profits removal from war a mobilization measure. Libby warned no European or Asian power could attack the U S now, and the nation would fight Japan alone if the bluff is called.
Harold D. Menken and his wife from New York bought the 179 acre Corotoman property near Upperville in Loudoun County. The colonial house, rebuilt in 1911 after a fire, sits on land with Carter lineage ties and once belonged to Col. M. G. Richardson who died years ago. The purchasers plan extensive remodeling before moving in, with Harry W. Frost of Middy handling arrangements.

Mrs Ruth Marie Reubens of New York spoke for 75 minutes with United States chargé d affaires Lou Henderson after two months imprisoned. Soviet authorities censored the interview and she answered only questions approved by a Soviet examining judge. Henderson planned to report to the State Department before releasing further details.
Governor Price will meet with Virginia business leaders this afternoon to discuss the commonwealth’s condition. Attendees include Lee Long J B Fishburn R R West Homer Ferguson, Hugh Johnson C G Price C O Conor Godrick and John Livers. Judge A C Buchanan will preside temporarily for Judge S Draper during related trials. Dr Julian A Burruss of Virginia Tech visited the governor.

In Richmond on February 10 delegates Tate B. Sterret and E Blackburn Moore filed a joint resolution to form a seven member commission. The panel would study whether to amend the state constitution or pass laws to limit real estate taxes.
In Richmond, the Senate passed Senator Battle's resolution to relocate the state archives from the old Richmond library to the Alderman Memorial Library at the University of Virginia by a 27 to 8 vote. Norris argued to keep archives in the coastal city if safe, while references to Richmond Council's stance on the Ford lot and fire risks highlighted tensions over a new state library building project.
