Carter Budget Goals Said Highly Unlikely

The Congressional Budget Office director Alice M. Rivlin told the House Budget Committee that Carter administration targets to balance the budget by 1981 and cut inflation and unemployment to 4 percent by 1983 are highly unlikely. She warned that continuing current tax and spend policies could slow growth and fail to reduce inflation, outlining four budget alternatives and noting that the president’s plan would still mainly continue current policy with tax cuts and increased outlays.
