Elwood Smith Bond Forfeited After No Show in Circuit Court
In Frederick County Circuit Court Judge Williams forfeited Elwood Smiths $500 bail after he failed to appear. A capias was issued to seize the surety Oscar Smith if Smith is not produced within a day. Smith had been convicted in the Magistrate’s Court of stealing chickens and received a one year sentence on appeal. Later he appeared and trial was ordered to begin that afternoon.

Winchester Improvements Highlight Year in Municipal Review
The Virginia Municipal Review outlines Winchester improvements over the past year including widened streets in Loudoun Street, tar mix resurfacing on 1.2 miles, top dressing with tar and stone, 1.5 miles of graded and bare rocked streets, 1.5 miles of concrete paving and 1.5 miles of concrete curb and gutter. Water mains extended by 1.14 miles to total 29 miles, expanding fire protection to outlying districts. Sewer mains added 1.33 miles for a total of 23.67 miles, funded from current revenues at $1.40 tax rate. Building permits totaled $262,000 for the year.
