Governor Byrd outlines a plan to streamline Virginia administration to save money and improve efficiency. He argues for concentrating authority in the governor, consolidating departments, and reducing independent agencies, noting current expenditures have risen from eight to thirty three million dollars annually.

Harrisburg resolution urges President Coolidge to intervene to reconcile the anthracite miners and operators. The measure was laid over for discussion next Monday as a strike prolongs hardship for 158,000 miners and deepens the coal shortage.

The national board of farm organizations urged abolition of the Federal Tariff Commission and a congressional inquiry into its record. Delegates cited unwarranted delays in tariff decisions affecting farmers and alleged secret testimony after hearings. The group, representing 700 000 farming families, will push Congress to act.
Fred G. Beale missing president of the Mobinco Company was captured in Coral Gables Florida. He faces grave robbery charges in two New York counties and Pennsylvania and an insurance fraud bid. Extradition papers were filed as Beale had been sought since September 23.
The U S Circuit Court of Appeals in Richmond upheld the Federal District Court conviction of Newfield T. Jones and Winifred Jones on prohibition law violations. The court ruled the evidence from Baltimore sufficient and conclusive, noting the brothers were sons of a former federal prohibition director of Georgia.
John Gilbert appears at the Empire Theatre tonight with Harvey Goshen and Senator Elkins, famed for White House, Ford and Firestone work. The program features Gilbert in The Merry Widow and The Big Parade alongside Eleanor Boardman and others, with no ticket rise. Tomorrow's Metro-Goldwyn feature stars Ronald Colman and Blanche Sweet, and Cosmo Hamilton's Who Cares? leads Saturday.

An engine and three mail cars of the Chicago Burlington and Quincy train No 7 derailed in dense fog near Galesburg Illinois. Frank Gaugher of Burlington Iowa died trapped beneath the engine and fireman W W Hunger of Galesburg was seriously injured. The mail train carried no passengers and five cars left the rails.
James D. C. Henderson, a Philadelphia woolen manufacturer and brother-in-law of Mayor Kendrick, collapsed and died on Fifth Avenue at Fortieth Street. The death was attributed to heart disease.

The council introduced and passed an ordinance to install a police headquarters fire alarm switchboard with direct links to fire companies. The system allows exact location and nature of fires to be reported by citizens, reducing unnecessary dispatches and enabling targeted responses. Budget includes 25 for installation and 162 annually for maintenance with Chesapeake and Potomac Telephone Company agreement.
Standard Oil seeks an additional driveway crossing Water Street at its filling station near Water and Braddock streets. Opponents argue it endangers pedestrians and would worsen congestion while council weighs the proposal amid debates on parking bans and riverfront traffic.
In Austell Georgia on February 3 two men died and a third person fainted after inhaling deadly gas from a moonshine liquor still at the home of James W Freeman. The still was said to be hidden in a cave beneath a chicken house. Mrs Freeman collapsed while trying to save the others.
