Winchester City Adopts Broad 1948 License Ordinance
Winchester Common Council enacts a wide licensing system for 1948 and each year thereafter. It imposes annual license taxes for numerous businesses including abattoirs, advertising distributors, agents, photographers, auctions, garages, hotels, mov ing pictures, restaurants, and many trades with variable rates and per vehicle, per table, or per employee fees. The measure requires compliance by February 1, 1948, includes penalties for late payment, and notes prorating rules and force of law.
