Constantinople December 28. The Turkish government plans nationwide public schools for women as part of modernization. About 98 percent of women are illiterate and will receive compulsory instruction in reading, writing, hygiene, and basic education. Nomads in eastern provinces will be brought into schools. The minister of instruction called respect for women a sacred duty of civilized nations and warned that nations undervaluing women cannot advance.
Secretary Mellon asked Congress to authorize refunding 174 million dollars in illegally collected taxes from 1926 and earlier to about 287 thousand taxpayers. The list of beneficiaries fills 14,380 pages. celebrities like John D. Rockefeller Sr and William Gibbs McAdoo appear among names.

Allied Chemical raised the annual dividend from four to six dollars sparking a fall below 186 losing nearly six points. American Can did not declare an extra dividend and sold off two points. Police department issues new traffic rules for large city buses. Buses may not turn at Piccadilly and Kent streets and must travel a circuit Cameron, Boscawen, Kent, and Piccadilly to reverse their position. This aims to reduce congestion around the Baltimore and Ohio Railroad station.

In the county magistrate court yesterday M. E. Kane of this city was acquitted by Justice Tavenner of operating an automobile while under the influence. A minor accident occurred in the county recently and witnesses testified he was sober. the charge of intoxication was dismissed.
