North Vietnam refused to admit H. Ross Perot and his two planeloads of Christmas gifts for American prisoners of war. Perot urged flying 1,400 canned dinners to Hanoi for orphaned children and transporting medical supplies and mail to Moscow for relay to prisoners, a plan Hanoi was studying.
