The Soviet government submitted a 77.5 billion new rubles peacetime budget for 1961 to boost industrial output by 8.8 percent. Defense takes 11.9 percent, with new ruble value set at 1.11 dollars, and scientific spending rising 15 percent.
The United States resumes full military and economic aid to Laos after the new non communist government defeats Soviet backed forces. State Department official Lincoln White announced the decision, noting satisfaction at the change in Laos. Aid had been held since December.
For his first Stephens City Lions Club project Louis Stelzel installed a 25 foot Christmas tree at the Methodist Church grounds. The tree, visible from Route 11 in both directions, shines with 250 lights each night over snow banks.
Winchester School Board approves Arthur V. d Onofrio and Mrs. Victor F. Albright as director and co director of the Shenandoah Apple Blossom Festival Pageant for 1961. Board document outlines separation of duties and festival cooperation with Handley High School facilities.
Jackie Rose a three year old in San Francisco wanted a fire engine for Christmas. He climbed a box on the corner and two engines arrived. Grandfather Judge Edward Molkenbuhr told him he could not have either and advised asking Santa Claus next time.
The Electoral College confirmed John F. Kennedy as president with 300 votes to 219 for Nixon and 15 for Byrd. Hawaii's 3 votes were undecided amid a partial recount and could shift the tally if Congress counts them on January 6.
The United Nations General Assembly moves toward its holiday recess after defeating a call for a UN referendum in Algeria and shelving East-West disarmament proposals. Two Congo resolutions await action, with India led Lumumba supporters pushing for immediate Parliament reconvening and Lumumba’s release. Dag Hammarskjold warned he might seek UN force withdrawal if civil war erupts in Congo.
Area pupils are preparing for the annual Christmas holiday. Winchester schools close at 2 p.m. tomorrow and reopen Jan. 3. The lost time from last week due to snow will not affect the holidays. A future decision on making up five days will be announced. Frederick and Clarke schools close at regular time Thursday with returns Jan. 2 and Jan. 3 respectively. Warren County public schools and the John S. Mosby Academy close at noon Thursday and reopen Jan. 3.
A Naval Court of Inquiry is convened to investigate the Constellation disaster that killed 46 aboard the Brooklyn built carrier. Senior officers named include Vice Adm. Aus tin and Rear Admirals McManes Schultz. Damage estimated at 75 million dollars, no insurance.
President elect Kennedy urged Congress to act quickly on medical care for the aged and broader education housing and unemployment aid. He called for early increases in the $1 minimum wage and announced Johnson as chair of the Space Exploration Advisory Council and head of the anti discrimination panel.
Ray Boyce of Gainesboro was named president of the Frederick County Firemen's Association at its December meeting at the Clearbrook Fire Hall. He succeeds John W. Legge Jr. of Middletown. Officers for 1961 include Edward Lawrence, Round Hill, vice president Albert Pingley, Round Hill, secretary and Dennis Strawderman, Shawnee, treasurer. Plans were made to staff the central dispatching office at Polly's Cab during 24 hours of Christmas shutdown.
Virginia still has among the nation's lowest liquor prices at state operated ABC stores after a 10 percent increase last July. A survey of 13 states shows Virginia near the bottom for 10 popular brands with seven of ten brands at or near the lowest tiers, though sales have fallen since the July rise.
The Virginia Alcoholic Beverage Control Board cites three causes for a marked sales decline since July 1, 1960. Citizens shop across borders for cheaper whisky in North Carolina and Washington, D C, and travelers bring spirits into Virginia from outside the state. The board notes prices in nearby areas have risen elsewhere, mirroring Virginia’s drop. The report emphasizes no drop in total demand, just cross-border purchasing shifts.
Snow was forecast today with record cold as highs reached 28 and lows in the 20s. Forecasters predict light snow possibly lingering into Christmas morning, with prior heavy December snows in mind and mixed precipitation in southern areas.
