Winchester common council unanimously approves the six month budget ending June 30 1947 after a public hearing with no opponents The plan shows net revenues of 18490240 versus expenditures of 30313538 creating a 11823298 anticipated surplus to finance the budget until taxes and Alcoholic Beverage Control profits arrive
The Winchester Bus Company hearing before city authorities is postponed to January 21. A temporary permit allows Kernstown operations to that date while parties dispute attendance. Richard Kern, company president, also seeks service to the Brakeshoe plant, Bufflick road, and Northwestern grade toward Rennertown. a revised city schedule with five buses is planned next week.
Mrs. Alfred I DuPont of Wilmington Del gives more than 75 Washington College at the University of Virginia funds to create $400 scholarships. Dr Morgan L Combs reports the cash and securities will support these awards and notes prior gifts to the college. Mrs DuPont, née Jessie Ball, is a descendant of Mary Ball Washington after whom the college is named.
London December 19 government ownership of Britain's 20 000 mile railway system was virtually assured by a 362 to 204 vote on the transport bill at its second reading in the House of Commons. The measure faces a third reading next month but is likely to pass. The debate lasted three days with fierce Conservative opposition and liberal backing. Eden condemned the bill as a national disaster while Morrison argued it would spur transport development and efficiency.
City decorations will cost 175 more than anticipated, funded from unexpended balances after council approved the additional expenditure. The project had been set at 300, with garlands along Loudoun Street from Piccadilly to Cork and a Christmas tree in front of the courthouse. Stores began evening hours and will close at 9 P.M. through Christmas Eve.

Richmond Virginia December 19 speculation over who will chair the Virginia House of Delegates during the January special session ended when Moore announced his support for Roy Davis of Halifax. Davis would become chair, with G Alvan Massenburg stepping aside as a potential speaker, following Thomas B Stanley's resignation. Moore said he would not seek floor leader if Stanley moves to speaker.
CIO United Steelworkers unveiled a 16 point contract wish list including a wage boost, guaranteed minimum weekly pay, portal to portal pay, paid holidays, extra pay for weekends, union shops, and severance. They seek equal basic wages for white collar workers and plan formal bargaining to start January 15, aiming to avoid strikes.

Editorial work progresses, book length estimated at 250 pages, payment set at 3500 dollars for 200 copies, but council resists a clause charging six dollars per excess page beyond 250.
