Henrico County voters rejected a merger with Richmond by 13 647 to 8 862 in unofficial returns. Richmond voters supported the merger 15 051 to 6 700 as annexation plans move forward. City leaders warned of county annexation if the merger failed.

Norstad Reports NATO Nuclear Arsenal Growing

Paris AP General Lauris Norstad said NATO’s nuclear arsenal is well distributed and expanding. He noted no plan for independent control of warheads by non member states and said warheads are kept at U.S. bases in Europe while allied forces hold delivery systems. He also cited strength gains since Berlin Wall events, noting 21 to 23 divisions ready by January 1.

Evans Named Vice President By O Sullivan

Dr. Evans, born in Czechoslovakia and a Prague Polytechnical Institute graduate, joined O Sullivan in 1947 after roles in Chicago Florida and at Victor Products Co. He progressed from development chemist to plant manager plastics then chief plastics chemist and director of research.
