The city backs merger 3 363 to 7 175 overall, with Winchester voting 1 799 to 1 023 in favor and Frederick County 6 152 to 1 564 against. Nearly 80 percent of county voters participated, setting a new turnout record as the consolidation effort failed decisively.
Winchester City Council unanimously asked City Manager Wendell Seldon and City Attorney J Randolph Larrick to seek an early date for resuming the annexation suit against Frederick County. The move followed the defeat of the city county consolidation plan, with calls for renewed cooperation between the two governments. The annexation would add 5.9 square miles to the city, mainly west and south of the current boundaries.
Mrs. Sadie Lamp of Lamps Precinct Frederick County aged 89 went to the polls to vote yesterday. She personally cast her ballot on the merger.
