President Nixon warned Congress of a possible post-Christmas special session and pledged to veto the Senate tax reform measure as written. He stated he will uphold planned budget surpluses and push a tough fiscal line to curb rising costs of living.

Voters in Winchester and Frederick County head to the polls to decide whether the city and county governments should consolidate into a single entity. Early turnout favored Frederick County with nine precincts totaling 1,117 by mid-morning and projected overall turnout around 65 to 70 percent of registered voters.
