Beginning today the bankers NRA code becomes effective with penalties for violations. It sets uniform rules on bank hours employee work, check handling, and service charges. Banks must organize into regional clearing houses and enforce the code under federal authority for public benefit.
R Gray Williams will speak at Winchester Lodge No 867 Elks memorial service at the Capitol Theatre at 3 PM. Mrs G E A Reinberg soprano soloist from Front Royal enhances the program with singing and a chorus.
Winchester officials announce installation of no trespassing signs for restricted properties. The plan moves toward immediate deployment, guiding residents and visitors to respect safety zones and notify authorities if trespassing occurs.
Dr. H I Pifer led a diphtheria clinic at Welltown public school. The Community League purchased serum donated free to participants. The event drew interest from patrons and friends of the institution and may have prevented illness among children. Miss Elizabeth Dishmar is the Welltown school teacher.

Miss Anne Brooke Kern daughter of Harry R Kern heads the Winchester Little Theatre for the 1933 34 season. She has acted in every public Little Theatre play since 1932 and was elevated to president for her efficiency. The opening production Kempy directed by John J Williams will debut at Capitol Theatre Friday December 15 with a hand picked cast.
The Rev Dr D W Richardson of Union Theological Seminary Richmond will fill Loudoun Street Presbyterian Church Sunday morning and evening. He has preached here several times since the death of Rev Dr Frank T McFaden and is known for his biblical recall and thoughtful sermons. Previously a China missionary, he later held a chair at Richmond Seminary and has served there for years. Services are at 11 a m and 7 30 p m.
The gunboat Isabel reported Lieut. R. S. Hall Jr. of Hattiesburg Mississippi was lost overboard during the night while en route from Hongkong to an unspecified destination.

Handley Board of Trustees memorializes Thomas J Cooper longtime Winchester businessman original member since 1896 who died October 25 1933. Resolution praises his loyalty to the board administration and community notes his optimism moral standards and wide travels. Also lists Thanksgiving guests at the Lowery home on Bufflick road including Mr and Mrs M Lowery and family.
Dr. Lewis M. Allen, Winchester physician, saw Mountain Widow, a Clifton Farm gray mare, win the Indies class at the Blue Ridge Hunt Club’s first annual hunter trials held at Farnley near White Post. About 60 horses competed. Hukupu owned by Major G. Psapa Jr. of Fort Myer was lost. Miss Mary Keogh rode Mountain Widow to second in the gentleman’s class, with Clifton’s Dream and Wild Ben among top finishers. Tea followed at Farnley with Mackay Smiths hosting. officials included W Lodge Bowles and Charles Feltner.
New York December 2 1930 J F T O Connor comptroller of the currency said 33 national banks with 36 644 000 frozen and 3 265 000 unrestricted deposits finished reorganization plans in the last 20 days of November. Some were licensed to resume business or granted charters for new banks.
Washington reports that Pennsylvania farmers earned better than average prices for most crops in December except buckwheat. Wheat averaged 82 cents, national 71. corn 53 cents versus 40. buckwheat 52 cents, half a cent below the national. The Agricultural Department noted all other prices ran above the average.
Presbyterian minister Rev R Frederick Brown will preach at Market Street Methodist Episcopal Church Sunday morning and night. He fills in for pastor Rev Brashears who is recovering from illness and is not yet able to preach. Brown preached there last Sunday night.

Winchester Memorial Hospital thanked its supporters through Miss Lillian Anderson for Thanksgiving gifts of money and provisions. The hospital cared for at least 15 patients daily in November, totaling 4650 free days, with no one turned away for inability to pay. Gifts came from numerous local groups including the H Foundation, Whitacre school in Frederick county, Clarke King’s Daughters Circle, and the United Brethren and Christ Church groups, with several donations totaling amounts such as 100 jars of products and 100 dollars in offerings.
City and county treasurers remind taxpayers that next Tuesday, December 5, is the final deadline to pay 1932 taxes to avoid a five percent penalty starting December 6. The city treasurer will stay open Tuesday night until taxes are received, while the county treasurer will close at the usual time and not stay open at night.
Paul Carper, a popular Winchester figure and former football standout, had his left leg amputated above the knee yesterday at Memorial Hospital due to a knee growth unresponsive to treatment. He is reported to have withstood the operation and is resting comfortably under his attending surgeon’s care.
