Borough consolidation plan outlined for Winchester area
Winchester mayor William Battaile and Frederick County board chair Tom Rosenberger proposed drawing 12 boroughs if consolidation passes. Each borough would house common activities with roughly equal populations and one council representative per borough. They favored five largely rural boroughs and distinct urban and suburban areas, with Stephens City and Middletown each gaining one council seat.

Terry Industries of Virginia seeks a temporary injunction against the United Auto Workers to stop picketing that obstructs access to its plant in Winchester Industrial Park. U S Troops Drop Below 480 000 in Vietnam
The U S Command reports 479 500 American troops in Vietnam as of last Thursday, down from 485 600 two years ago and continuing a five month decline with a 4 900 drop last week.
