A presidential proclamation issued with the draft bill sets September registration for all men 18 to 46 not already in military service or previously registered. The measure aims to build a 4 million strong force in France by mid summer, with signing by the Senate leader and pending White House approval.

The Shenandoah Valley Academy announces its opening on Thursday September 19 at 2 p.m. Dr J B Edwards serves as Acting Principal and the military school for boys notes preparation for all universities including V M I and West Point.
Mr J H Canter the joint railroad agent in Winchester announced under orders from the railway administration that freight under carload lots for the Baltimore and Ohio will be accepted until 4 PM on Monday Wednesday and Friday for northbound or eastbound shipments and until 4 PM on Tuesday Thursday and Saturday for southbound or westbound shipments. Freight over carload remains unaffected. Cumberland Valley Railroad freight under carload will be accepted until 6 PM after noon for the time being. An order for Cumberland shipments may follow.
Labor Day will be a half holiday with banks closed from tonight to Tuesday morning. The post office hours will be altered and city public schools will open after the holiday. The Chamber of Commerce plans a businessmen’s bus tour through the Valley to Woodstock to celebrate tollgate abolition.

Washington reports battalions have been formed at army training camps to select and train men with defects or special skills for general military duties. About 90 000 men have already been transferred to these organizations for rehabilitation and assignment to suitable army or semi civilian work. The program aims to free active soldiers for overseas service by placing qualified workers in appropriate roles.
Allied forces report gains on the Western front with American units driving toward Chavigny and Bois DiCouronne while British troops seize Kemmel Hill south of Ypres. French and Australian forces push forward near Noyon and Peronne as heavy artillery operates along the Canal du Nord and nearby rivers.
