Judge Philip Williams in Frederick county Circuit Court ruled the Stephens City water system bond election invalid. The court found the $25 000 bond exceeded 15 percent of the town’s total assessed real estate value, which is under 100 000, making any larger issue illegal. Pro bond supporters won by a narrow margin.
Herbert Hoover formally turned over the Department of Commerce to William F. Whiting of Holyoke Mass. in Washington. Hoover greeted the successor with a handshake, introduced him to department chiefs, and the two later left the building together after a brief conference.
Paris August 27 Marie Emile Fayolle marshal of France and one of World War I’s great soldiers died this morning after a long illness. His wife daughter and orderly were by his bedside during the final hours.
Former Kentucky governor Edwin P. Morrow will speak at 1 30 p m Thursday at Winchester fair grounds as the Republican guest of H B McCormac. The talk opens the Shenandoah Valley presidential campaign with the Winchester Concert Band expected to perform surrounding the event.
The funeral of Upton Thompson, a long time butler to the Pendleton family, will be held Tuesday at 2 30 from Mount Carmel Free Baptist Church. Rev. S S Spriggs and Walker Carter will officiate. Burial will be in Orrick Cemetery. Thompson was a well known colored man in Winchester.
Mrs Helen Costigan Cohan 74, mother of George M Cohan and actress, died last night at her Monroe New York home.
Former Virginia governor Henry C. Stuart issued a statement urging loyal Democrats to support Alfred E. Smith as the Democratic presidential nominee. Stuart says no moral issue exists between Smith and Hoover and endorses Smith for the nation’s best interests, especially for the South.
Three cases of drunken driving were decided in Winchester police court and one in the county magistrate court. Francis E. Henson of Paper Mill Road drew sixty days and a $118 fine after colliding with a Charlottesville Virginia driver. Co J Elliott of Boyce Clarke County Virginia got thirty days and a $118 fine for intoxication while operating. a revolver was tossed from his car and later recovered. Elliott posted $500 bond to await Thursday to settle business affairs before serving jail time.

Eugene Walker, colored, was sentenced to one year in jail by Justice Weems in police court but the jail term was suspended upon his agreeing to leave town. He was convicted on a morality charge. The Winchester fair prepares for a four day event with large entries across farm, orchard and garden departments. Oliver's Carnival Shows return bigger and cleaner, with the midway open day and night. Tomorrow's program includes children's day free entry, judging in multiple divisions, band concerts, pony and mule racing, free acts, and season tickets available at the Winchester Chamber of Commerce for 1.50.
Relatives and friends gathered Sunday afternoon August 26 at Saratoga, the home of R Powel Page, a war hero and gentleman in peace, to celebrate his eight second birthday. A birthday cake with candles was presented by a loving friend. A few verses were read and guests toasted his health with affection.

At the Virginia American Legion convention in Appalachia a resolution commends the Virginia Conservation and Development Commission for marking historic sites and urges the legislature to pass laws removing all commercial signs and monuments that interfere with the commission’s highway markings.
More than 3000 African American attendees from Pennsylvania Maryland West Virginia and Virginia converged on Winchester fair grounds for a four day religious convention ending with services at Shiloh Baptist Church. A special PA Railroad train ferried many visitors and traffic was well managed with no arrests reported.
In New York on August 27 the call money rate rose from 7 to 7.5 percent as about 40 million dollars in bank loans were called. Alva Holliday and Kenneth Rear Waite of the county were fined 40 dollars plus costs each in county magistrate court Saturday for drunken and disorderly behavior at the Woodmen of the World picnic in Gore. Prohibition officer Paul Nicholson reported the arrests.
John C. Oates aged 85 a retired Hampshire county farmer died at his son’s High View home from a stroke. A Confederate Army veteran he served under Captain Muse in Holliday’s regiment. Survived by five sons and four daughters. Funeral tomorrow at Christian Church Timber Ridge with Rev. Anderson and Rev. Andes officiating. Interment in church cemetery. Pallbearers named as L Johnson M C Fred Seldon James Creswell Thomas Larrick and Robert Fletcher.
Spring Lake NJ Aug 27 Governor Smith plans to resume conferences with Democratic party leaders after a weekend at the seacoast resort. He will return by automobile to New York for further discussions on his speaking itinerary and campaign for the presidency.
A large American flag will be presented to the winner of the athletic program at the Winchester grounds tomorrow. Sergeant Smith of the U S Army announced Otis Sargent oversees the athletic program. The flag, donated by the United Army recruiting service, will be given in the winner's name and is on display at Solenberger's store on North Louisiana street with silver cups goblets and other prizes to be awarded during the fair week.
Ezekiel Dolman was fined 119.25 and given a 30 day jail term in county magistrate court for operating an automobile while under the influence. The jail term was not suspended. he was released on his own recognizance until January 1 for a later decision based on interim conduct. Dolman is from Clarke county with a wife and eleven children.
