Washington reports progress on postwar reconversion with Ban on travel for professionals lifted, civilian goods and wartime controls expanding, and 4,000,000 troops to return in 10 months. Labor peace pledges urged, wage boosts allowed if not raising prices, and coal releases set to ease shortages amid broader economic shifts.
General Douglas MacArthur announced that Japan has selected surrender emissaries who will depart by plane tomorrow for Manila. The statement was made at 2:45 a.m. in Manila on Saturday.
Paris August 17 General DeGalle commuted Marshal Petain death to life imprisonment. The high court had condemned the 89 year old Vichy head for betraying the state to the Germans during the occupation. Laval testified as Petain's alleged evil genius while Weygand defended the action at armistice.
Washington August 17 President Truman faces possible end to his draft honeymoon with Congress when they reconvene September 5. Legislation to terminate the draft, voluntary replacements, and peacetime training clash with congressional sentiment to conclude the law soon.
Legion service officer L. E. Hill announced veterans service work will be held two weeknights a week with possible Saturday afternoons at his office. Wednesdays and Fridays from 7 to 10 and Saturday afternoons will be set for claims assistance, with emergencies considered as they arise. Since the last meeting 72 service contacts were made, total for the year 82, and 58 Gold Star Certificates have been mailed to families of service members killed in action.
The battleship Duke of York carrying Adm. Sir Bruce Praser joined British units with the Third Fleet off Japan today. It accompanied destroyers Wager and Whelp after conferences between Adm. Sir Bruce and Admiral Nimitz.
A Japanese bomb balloon landed in a duck pond near U S. warships at Mare Island California close to the yard. Sheriff John Thornton said the device was rendered harmless in the water. He noted twelve such balloons settled in Sonoma and surrounding counties over eight months and that California with its war plants received a small portion of the 230 balloons that fell on the Pacific coast.
Washington reports that taxi and rental car controls end today along with the ban on automobile racing and most commercial motor vehicle restrictions. Wholesale and retail deliveries remain restricted for now but will reopen as conditions permit. The 35 mph speed limit may be restored after state and local authorities are notified. State fairs were also released, while conventions and trade shows may proceed with 150 out of town attendees. The American Legion set a November Chicago convention expected to attract about 4100 people.
Miss Constance Drexel, indicted in 1943 for treason over Axis propaganda, was arrested by U.S. troops in Vienna. The tip came from Lancaster reporter Fred Wackernagel who learned her identity from an elderly woman who spoke to him about the case. Drexel, born in Darmstadt, later held U.S. citizenship and worked as a newspaper correspondent.
Four American B-32 bombers on a photographic mission over Tokyo Bay were attacked by ten Japanese fighters. One bomber was badly damaged but all crew members were safe. Two Japanese fighters were shot down and listed as probably destroyed at about 20 000 feet near mid day.
President Truman announced a new wage policy authorizing voluntary increases without War Labor Board approval if no price rise results. Wellington Aug 17 Prime Minister Peter Fraser announced Chief of the air staff Air Vice Marshall L M Isitt has left New Zealand to represent the country at the signing of Japanese surrender terms. He said one New Zealand naval ship will join Adm Sir Bruce Fraser in Japanese waters for the ceremony.

New York reports that Vice-Admiral Takihiro Onishi, former Navy chief of staff, killed himself at his official residence after leaving a note of atonement to the souls of his former subordinates and their families. He urged young men to endure hardships and warned of dangerous consequences of careless conduct.
Governor Carder announced the 50 mile per hour limit on state highways is back in effect after noon today, ending wartime 35 mph. He promised strict enforcement and noted about 1,250 cars were removed since January for faulty brakes tires headlights and other mechanical defects.
The Japanese puppet state in Viet Nam rejects peace on terms that restore French rule. The Domei dispatch quoted Hanoi declaring Viet Nam will defend independence won in the Greater East Asia War and unite to erase French influence. The call urged unity and readiness to fight for the motherland.

The O P A announced green stamps will replace red stamps in Ration Book No 4 when red stamps are exhausted. Red stamps cover meats fats oils and cheese. red supply lasts to November 1. Green stamps would apply from that date, with about nine months of green supply for current rationing pace.
