The Frederick County Board of Supervisors approved amending the county building code to require a Health Dept permit for sewer and water systems before a regular building permit. The change followed a board meeting with lawyer Joseph A. Massie Jr. Taxes for the year show about 9 percent collected of a $733,184 assessment, with only about $35,006 outstanding. The board also discussed odors from an animal rendering plant as a private nuisance and planned state health inspection review.
