Officials report no progress at talks between Shanghai and Tokyo as tensions rise. In response, the governments deploy a large naval force to the region, signaling a harder posture. Diplomats express concern over the stalemate and potential for wider conflict.
Chinese central government declares there is no alternative but to resist Japanese aggression as Chinese troops flood into Shanghai. Japanese naval and ground forces move to positions around the international settlement while U S Marines and allied garrisons mobilize for possible action.

The county office building may be ready for occupancy by September 1 or soon after, Perry Construction Company reports. The fireproof white structure will adjoin the courthouse addition, with a north entrance and steel stairways, housing the treasurer, clerk, and revenue offices with an adjoining vault.
Six people, five children and young adults, drowned during a Sunday school picnic in Sinepuxent Bay near Henry's Grove seven miles south of Ocean City Maryland. Victims include Howard Aydelotte 16 Margaret West 13 Neldia West 16 Dania West 22 and Katharine Davis 14 all residents of St. Martins north of Berlin. Coast Guard boats and others rushed to the isolated bay area to search and recover.
Birmingham August 12 Fire transformed Hugo L. Black from a Ashland Alabama lawyer into a political figure who earned Roosevelt's nomination to the Supreme Court. Black born 1886 son of a store keeper worked through law school and after a fire that consumed his Ashland office moved to Birmingham. He helped clean up a corrupt era, served as county solicitor and rose to national prominence while later serving in the military during wartime.
President Roosevelt names Hugo Black of Alabama to the Supreme Court to succeed Willis Van Devanter. Senators Burke and Johnson block immediate confirmation, delaying action at least a day. Ashurst forms a six member subcommittee to consider the nomination.
On the Senate floor Senator Borah indicated support for immediate confirmation of the nomination. A White House aide confirmed this stance to reporters just before the nomination moved to the Capitol.
William C. Poston of the State Highway Commission announced completion of resurfacing a 15 mile section of the historic Valley Pike between Winchester and Cedar Creek. McGuire and Rolf conducted the contract using asphalt mix in sections to minimize traffic disruption.
An alligator escaped from the L. L. Hockman residence on Washington Street prompting a town run by dozens of boys and men. By 3 30 p m Mrs Hockman reported the gator was found and identified as Crisman Hockman s Florida gift age about 25 years and nearly three feet long with prior escapes noted but captured each time.

A spectacular blaze at Naples harbor destroyed the hospital ship Helouan, with the sinking afterward. Dennis Cardinal Dougherty of Philadelphia was among the Americans witnessing the fire.
