Winchester health officials debate water contamination and urge publication of state reports. Dr Anderson asserts Board of Health not consulted amid calls for public guidance and cites no typhoid cases linked to the water since 1916.
Mr Winchester notes preparations for the new term including selected teachers and arriving books. He laments student absence due to work, and announces county schools will not open until October to give all students a chance to attend from the start.
Major Richard Messer, state health officer, in a Richmond letter to City Manager A. M. Field on August 9 urged continued use of Rouss Spring and Old Town Spring water only with added softening and filtration. He cited limestone geology, variable bacterial quality, and chlorine limits, recommending lime softening and sand filtration to ensure a clean supply.
Health officer Dr. L M Allen states the Winchester water supply has long been contaminated yet kept safe by double chlorine treatment. He notes periods when this was insufficient and urges boiling water while deferring political blame to the public, referencing Major Messer’s letter to the city manager.

Seven inmates escaped from Cecil County jail in Elkton Maryland by sawing off two locks and scaling a 30 foot wall. Authorities warned nearby states to watch for the fugitives while noting repairs had been made to deter further escapes.
Washington August 11 The House ended the bitter court controversy by approving a lower court procedure bill in a conference report sent to the White House. The Senate had accepted the measure without debate. The bill deleted Roosevelt Supreme Court recommendations and followed Senate leaders’ agreement. Speaker Bankhead maintained order as 387 of 432 members attended amid calls for calm.

Have Relatives In Clarke Madame Stransky, whose little daughter was snatched from the home of her grandfather in East Falls Church, Va., late yesterday, is the daughter of the Rev. and Mrs. John B. Henry, of that place. Mrs. Henry is a daughter of the late Mr. and Mrs. Province Mc Cormick, who were prominent residents of Berryville, Clarke county.
