Supt E C Phillips of the United States National Cemetery objects to a Star report of August 7 claiming the digging of an infi nage ditch at the cemetery was needed because surface water in the southeast part flowed onto 10 adjoining building lots.
U.S. National Cemetery superintendent E. C. Phillips describes drainage changes after a 1922 fill by the Virginia Woolen Company that flooded headstones of Union soldiers. He notes tourist outrage over desecration and calls for proper drainage beyond the cemetery wall to stop mosquitos and mud. The letter is dated August 11, 1924.
