Earth tremors and tidal waves killed 52 people and left about 20 000 homeless in the Dominican Republic since Sunday, with further displacement and damage reported across coastal towns and inland areas.
A second shipment of about 100 blooded brood mares and stallions seized by the U S Army in Germany, mainly from the Wehrmacht, arrives likely tomorrow at Newport News Virginia. Col Fred L Hamilton says these horses are among the finest left in Axis Europe and will go first to the Aleshire Depot at Front Royal Virginia for distribution to civilian agents for breeding. The lot includes Thoroughbreds, half-breds, Arabs and Arab crosses and follows an earlier shipment of 152 animals.
Winchester police under Chief C. W. Hollis announce strict enforcement of city bicycle rules. Violators face confiscation. rules include no sidewalk riding, obeying traffic laws, right-hand position, no double riding, proper lights and bell, and required bicycle licensing.
Among those who have subscribed to the Star since it was established 50 years ago is Mrs. John W. Nail. She will be 90 in February and was married in 1876. Her daughter Mrs. Maybel V. Aiken, owner of Stonewall Jackson Headquarters, brought a copy of the Winchester Times dated May 19, 1886 to the Star office.
The Washington Post reports the FBI has identified some mob members in the Monroe Georgia lynching of four Negroes. A second mob guarding a road was also involved though not in the killings. Attorney General Clark ordered a full FBI inquiry and state police say arrests had not yet been made.
In Richmond on August 9 the University of Virginia Board of Visitors unanimously chose Edward R. Stettinius Jr former U S Secretary of State and chairman of the American delegation to the United Nations as rector and chair of the university governing board He succeeds the late R Gray Williams of Winchester and follows a line from Thomas Jefferson who created the post and also served as Secretary of State.
A compromise agreement between Danville Traction and Power Company representatives and the United Motor Drivers CTO ends a bus strike after 11 days of disrupted intra city transportation in Danville Virginia.
In Ciudad Trujillo the Dominican Republic reports two minor quakes after a destructive tremor that triggered tidal waves washing northern towns Matanzas and Puerto Plata. Across Hispaniola and nearby Puerto Rico panic and damage rise as 52 killed and 20,000 homeless. Red Cross and army deploy relief and medical help. 15 doctors flew in from Chicago to assist.

Incumbent Senator Harry Flood Byrd captured 63.5 percent of the statewide Democratic primary vote from 1,695 precincts in Virginia. He defeated Martin A. Hutchinson 140,787 to 81,344 in the state’s largest primary turnout, with results from rural areas widening his margin. Congressional races largely reflected Byrd's strength with most winners by over two to one margins.
Wendell R. Barney, president of the Chamber of Commerce, says 27 of 29 professional men contacted have joined. The breakdown includes 13 doctors, 10 agents, 3 lawyers, and 1 finance company. Merchandising and industrial division chiefs report encouraging progress. The chamber seeks at least 300 members from city and county to support its work signing up businessmen and women serving tourists, orchardists, and livestock producers.
Washington reports coal output at record levels despite a shortage of railroad cars. The Coal Mines Administration says about 20 000 mine cars are obsolete or in need of repairs limiting shipments, with Western Kentucky and West Virginia mines forced down for lack of gondolas.
Representative Slaughter resumes leadership of a broad inquiry into the disposal of surplus property, aiming to expose possible missteps and involve several government and private figures. The House committee plans a wide-ranging review beginning next week with first witness promoter F. Fields amid scrutiny of aluminum stock and related sales.
The 1946 47 session opens Monday September 1. New pupils must register at John Kerr School for grades 1 2 3 white, Handley School for grades 4 5 6 white, and Douglas School for all colored pupils. Bring birth certificate vaccination record and last school official record.
