EPA Rejects Avtex Conversion Plan in Pennsylvania
The EPA rejected Avtex and SAPCB approved plan to switch Avtex plants from oil to coal, citing interim emissions risks before secondary controls. The plant would upgrade boilers, convert three oil boilers, and install controls by 1980, with current emissions at 1 425 pounds per hour versus SAPCB limit of 293 pounds. Ruff said Avtex will continue modernization but EPA may require revised data and modeling before a new decision.
