The Winchester City Council approved its new zoning ordinance unanimously after two years of deliberation. The winter debate centered on a proposed hospital zoning area and related urban planning issues.
In the eastern Mediterranean a naval standoff grows as the U S 6th Fleet moves ten ships including the carrier Saratoga toward Lebanon while Soviet ships, submarines, and an intelligence vessel are reported nearby. The flare of the crisis follows a March deployment to evacuate Americans amid Lebanon’s Muslim Christian fighting.
A roll call vote approved the zoning ordinance with all ayes after Councilman Bly opposed the commercial zoning on Papermill Road. The measure adds new zones including mixed use and a hospital zone, tightens historic area rules, and assigns city planning administration and related appointments.
Winchester Circuit Court returned 22 felony indictments charging 11 people with distribution of marijuana LSD THC and other controlled substances stemming from an undercover three month probe at Shenandoah College Conservatory of Music. Several suspects named including Michael S. Wilson Katherine Szczesniak Larry M. Jones Richard W. Sullivan Jr and others were held after campus arrests by Winchester and state police.
The Senate passed a 5.3 billion plan to spur employment through public works and state grants by a 54 to 28 vote, sending the measure to the House where a less costly version awaits. Ford had vetoed a similar bill last February, calling it political pork.
In Beirut the Christian leadership praises Hafez Assad for stepping into Lebanon's civil conflict. Suleiman Franjieh thanks Syria for safeguarding Lebanon. Pierre Gemayel credits Assad with ending bloodshed and seeks a settlement preserving Christian influence. He cites Jumblatt’s demand for Muslim majority power.
Patricia Hearst, 22, rushed to Sequoia Hospital after a sudden right lung collapse. Surgeons performed a 45 minute procedure to reexpand the lung. she remained in stable condition with an expected four to five day hospitalization.
Stephens City Attorney Lewis M. Costello files for an injunction in Frederick County Circuit Court to bar S. Roger Koontz from chairing both the Board of Supervisors and the Frederick County Sanitation Authority. He seeks an immediate hearing and cites Virginia law restricting holding two offices.
In Benghazi Libya three hijackers released hostages and stepped off a Philippines Airlines DC8 after Libyan authorities agreed to political asylum. The hijackers held 12 PAL employees including Vice President Raphael Igoa, shifting later to a DC8 bound for Rome with freed workers aboard.
