Senator Byrd urged that executive leadership for economy would back Congress in large relief cuts. He noted relief appropriations now total 2.691 billion for the year, the highest single-year grant, with debate over further reductions amid defense spending needs.
Ms Winchester notes April should bring sun and showers as the town readies for the festival. Work already improves streets with painted light standards and new crosswalk lines. An idea to paint trash containers to harmonize with the town’s spring upgrades is proposed.
William R. Castle told the House foreign affairs committee that Germany likely to strike Russia to fuel a European war. He argued the United States should avoid entanglement and criticized the neutrality law as beyond constitutional authority. Six women’s groups urged flexible neutrality measures, led by Louise Leonard Wright.
A six man jury was sought to decide whether James Edgar of Detroit deserves 300 000 from Lewis E Mallory 3rd of Bradford in a retrial of a heart balm suit. Edgar once claimed a bedroom scene with Kathryn Crawford after divorce. Crawford’s where abouts unknown. Mallory ill in Massachusetts. Edgars denial and Crawford's allegations were read previously.
At the Berkeley Country Club four hands appeared only once in 158 billion deals triggering a table turmoil. Mrs. Sam H. Hardin and Mrs. Goelzer won 1510 points for a nonvulnerable grand slam after a sudden reveal of 13 hearts clubs spades and diamonds among the four players.
Washington reports suggest Joseph P Kennedy could be tasked with bartering American cotton and wheat for rubber tin and other strategic war materials. Senators say Hull favorably received the idea of Kennedy negotiating preliminaries aided by his British contacts to cut red tape. The barter plan would trade surplus U S products for essential materials not produced domestically, with five year storage to keep them off the market. Concurrently Congress reviews neutrality law, a new war profits bill, and finance sub committee discussions on war profits amid partisan debate.
The Frederick County School Board held a meeting to review routine budget items for 1939 40. The budget will be presented to the Board of Supervisors for approval on April 17.
D R Ralston Jr highway landscape superintendent for the Virginia Department of Highways announced in Winchester that on Monday April 17 a crew will begin removing illegal signs from highways in Frederick County. Route 50 west of Winchester will start then Route 7 and Route 11 north of the city will follow. Route 11 south of Winchester has already been cleared. As of April 4 most paper and tin signs on barns and fences have been removed. larger board signs remain, protected by permits. A total of 8185 permits have been issued by the Division of Outdoor Advertising.
Andrew Bell announces extended hours for automobile license issuance. The office will stay open Friday and Saturday nights from 8 to 10 o clock to aid workers and others unable to obtain licenses during the day. License sales this year lag behind last year and the public is urged to secure licenses before Saturday.
Cold snap grips many states with subzero readings in Wisconsin Minnesota and the Dakotas. Fruit crops in Illinois Indiana and New York face extensive damage including apricot plum and pear losses. Snow and blizzards burden Pennsylvania Connecticut Vermont and New York with deep mountain snows in Vermont and New Hampshire.
Virginia fruit growers report losses from last night’s 28 degree cold at the Winchester Research Laboratory. Bud injury varied by variety with York Imperial faring best. 10 to 15 percent of York buds appeared dead while Delicious Black Twigs and Grimes Golden suffered more. Despite damage, researchers expect a fair to good commercial crop if remaining buds survive.
Mexican railroad offices reported 32 people killed and 42 injured in a passenger train collision on the Guadalajara line near Queretaro. Train No 2 from Laredo had halted for repairs when a second train from Gyaco struck its rear at 4 10 local time. The mishap follows a spate of recent rail accidents amid sabotage accusations against the worker operated national railways.

The Winchester District Conference in Hedgesville West Virginia adjourned its two day session with talks on Sabbath observance and a call for Holy Day observance. Dr W W McIntyre urged non intervention in European affairs and prayers for world peace. Contributions for the district Parsonage totaled 40784 in six months.
In Mexico City on April 13, Leon Trotsky and muralist Diego Rivera end their friendship after Rivera’s letter about the leftist movement. Trotsky gave Rivera a 200 peso rent check since January 1937, which Rivera returned to a Marxist magazine. Trotsky declined further comment.
Pittsburgh reports indicate a coal shortage within a week due to mine shutdowns and a looming supply squeeze. Negotiations between miners and operators slow, with major producers rationing one ton per customer and suggesting coke as a pricier alternative.
Dr. H. C. Byrd president of the University of Maryland urged the Maryland Federation of Women’s Clubs to teach youth self reliance. He said relief should be unnecessary and universities must provide solid ground for youth toward a more contented future.
Washington April 13 Senator Bridges urged the Senate to condemn inflammatory statements and press releases by high officials aiming to stir war fever. He introduced a resolution calling for cool, calm consideration of European events and actions to prevent American casualties and domestic hazards from war. He cited a presidential fishing trip remark and a Warm Springs statement as sources of unrest and fear of war.
At a Winchester Rotary Club meeting Henry Covington was chosen president for the coming year. Other officers named include Herman Stine as past president Harry Byrd Jr as vice president and Charles Coffman as secretary. The board of directors includes J Pinckney Arthur Philip Glaize Dowell J Howard and Rev Ronald S Wilson with Glaize and Wilson as new members.

In a wartime session Prime Minister Chamberlain and French Premier Daladier pledged Britain and France to defend Greece Romania and Poland against further Italian and German moves. They sought to deter further land seizures by warning Italy and Germany while ensuring Mediterranean stability.

F Grove White manager of the M J Grove Lime Company in Stephens City Va and long time resident was elected to the Board of Directors of the Farmers and Merchants National Bank and Trust Company at a recent meeting.
