City officials approve tax measures and ordinances while debates continue on licensing chiropractors and regulations for Biscard gambling slate. local government action advances at a busy council session.
City council met until 1 AM passing the 1924 tax ordinance and water and sewer rates after amendments. Fred L. Glaize resigns from the northern school district board. William M. Lupton elected to fill the vacancy. Residents seek closure of a pool room and restaurant on Oneida Street as nuisance concerns are raised. Blueprints shown for Blue Line Standard Oil plant move to 608 610 612 North Main Street. An ordinance to permit relocation passed after readings. 1924 license changes include painters, chiropractors, eating houses, moving picture theatres, skating rinks, and vending machines restrictions and rates. East Winchester residents including many women petitioned the council to remove Ransom's restaurant and a poolroom run by a colored man alleging nuisance behavior. The council discussed providing recreation for the young colored community and planned to act under city ordinances to abate nuisances, with a motion to pursue action against both places.
Virginia Founders Day honors Thomas Jefferson with speeches by Dr EB A Alderman and Dr John H Latane at Al_oitesville. Latane argues Jefferson's policies shaped neutrality freedom of the seas and nonintervention and contrasts Jefferson with Woodrow Wilson praising democratic ideals.
C B Stickley arrived late yet shot 97 of 100 targets with an 87 consecutive score. J D Willey once with Berryville now Winchester merchant scored 60 of 75. Rogert T Jones 88 of 100, Arthur Seabright 68 of 75, Lee Lamp 21 of 25. Front Royal and Marcal clubmen attended the grounds.
Mr and Mrs Maurice Cather welcome a fine baby boy born last Saturday at their home in Charles Town West Virginia. The child weighs seven and one half pounds and Mrs Cather, formerly Miss Georgia Shoop of this city, is recovering. Mr Cather is a Jefferson county farmer and the infant is a son of Mr and Mrs Edward W Cather of West Water street.
The Weather Bureau reports a week starting with showers and ending with showers in the North and Middle Atlantic States. Temperatures are expected to run normal to somewhat above average for most of the week.
Mr and Mrs J R Costello of Vaucluse express gratitude to friends neighbors and Rev J Hoge Smith for funeral sympathy after the death of their uncle John W Symons and for flowers and rides received.
Washington April 12 The soldier bonus bill passed by the House was approved with minor changes by the Senate finance committee and ordered reported. It provides cash payments to veterans not entitled to more than 50 dollars in adjusted service compensation and 20 year endowment life insurance policies to others.

The American Legion presents Bimbo a musical comedy directed by John B. Rogers at the Empire Theatre during Easter week. Winchester cast includes Philemena Larew Clayton Ritter Gusena Hiram Budd Martha Stuart Ida Fisher Miss Geo Tibbs and others with a 50 person chorus. Ticket prices range from 50 cents to $2 with a 9:30 admission on sale Monday at 9:30 a. m. to benefit Legion funds.
Chairman H. F. Byrd of the Democratic State Central Committee will visit several counties in the Ninth Congressional District to aid district organization for the congressional campaign. The Ninth aims for an active fall campaign to keep the district Democratic, recalling a 20 year gap since a Democrat last won the seat.
Mr and Mrs Julius Caesar welcome a bouncing baby daughter weighing 11 pounds born at their home last night. Mr Caesar is a carpenter from the southwest who settled in Winchester years ago. Mrs Caesar was formerly Mrs Flossie Updike Bagley. Mrs E D Funkhouser and her daughter Miss Marie Funkhouser of Lebanon Church, with guest Miss Helen Powers of Vauchrse, visit the city.
Dance event announced with times 10 30 A M to 12 1 P M and note that weather caused changes. Event is set for April 16 at Friendship Hall with attendees urged to arrive early and prepare for possible weather delays.
Winchester plans memorial avenue along West Gerard Street from Braddock to Handley School, with bronze or copper plates set in the sidewalk in front of each tree. The project, agreed at a Handley Library conference, will memorialize soldiers, sailors and marines from Winchester and Frederick county.

Professor James E F Hodgson aged 54 dies at Johns Hopkins Hospital Baltimore after anemia and long blood disease. He formerly taught mathematics at Johns Hopkins and for 11 years at University of West Virginia Morgantown. Survived by widow Alice Russell two daughters Margaret and Calvert Hodgson and son Joseph. Body to Morgantown for funeral services Sunday afternoon.
Justice Tavenner in the county magistrate court awarded the property to the executor, ruling that all property taken by M H Triplett from the estate must be restored in toto. The Commonwealth vs M H Triplett and Lehring Triplett was dismissed with the property returned to Bucher as executor of Mrs Triplett’s estate.
Chief of Police James L. Beavers was found guilty by a police commission of neglect of duty and swearing falsely and was summarily removed from office. He was acquitted on a charge about securing evidence in a divorce case involving Mrs. Asa G. Candler. This marks the third deposition of Beavers in eleven years as chief.
Former Governor Charles S. Deneen extends his edge over Senator McCormick for the Republican senatorial nomination in Illinois after Tuesday's primary. With 13 Chicago precincts still to report, unofficial returns show a 4069 vote margin.
The Washington inquiry reports that M. Wheeler of Montana, brother of former Attorney General Daugherty, may be cited for contempt for challenging Senate authority during wartime investigations. Demurrers and legal maneuvers surfaced as a Senate session addressed future conduct of investigations and authority of the War Bank files.
