Officers advocate state jurisdiction and existing apportionment to block a War Department plan that would centralize appointment of officers. They press senators and representatives to oppose the measure, arguing it limits state influence.
Several local Boy Scout troops will march to City Hall at 7 30 this evening to offer their services for war effort. Led by the Citizens Band, one hundred scouts will pledge allegiance to the flag and renew the scout oath with Mayor Ward and Rev. Dr. W. D. Smith in attendance.
The Star reports a special City Council meeting tonight to act on Water street widening from Main to Indian Alleys. The pro ject, once thought costly, is now seen as affordable and beneficial for the area’s appeal and future growth. Continued on Page Four.
Plans for a city and county rally tied to the new Chamber of Commerce expansion movement have Dr Frank Crane headlining in Winchester on April 24. Crane, a noted author and journalist, will urge civic progress and preparedness as Rowas Hall hosts a dinner at one dollar per person.
A Frederick county circuit court commission awarded James B. Russell 3000 damages for the Winchester and Western Railroad Company right of way crossing his farm west of Winchester. The damages arise from a late afternoon session based on an agreement with the railroad.

Private Grove reports recent applicant rejections and calls for notices to inform postmasters and newspapers.
A Petrograd dispatch in the London Times reports the Russian labor element aims for a separate peace. The Russian labor committee published resolutions showing intent to meet the provisional government to secure negotiations with the enemy.
A number of Winchester and Frederick county youths recently found work at the Eddystone Ammunition Corporation plant near Philadelphia. The facility was partly wrecked by an explosion yesterday, but no local workers are believed to have been present at the time. Privates Frank Bowers and Herbert Runkles of Company I, Second Virginia Regiment, had worked there. several others from Frederick County and Martinsburg men also labored there, with belief that many escaped.

The body of 20 year old George Henderlite Jr a King College student in Bristol Virginia was found in his dorm room with an empty shotgun beside him. He had lived much of his life in Brazil spoke Spanish and Portuguese and was set to teach those languages next year. His father Rev George K E Henderlite a former resident of southwest Virginia and missionary in Brazil was notified by cable in Winchester.
A large conveyor supply house and mechanical equipment for a 1 600 000 ton coal storage at Abrams Station aboard the Philadelphia and Reading Coal and Iron Company was burned early today in Norristown Pennsylvania causing a loss of 100 000 dollars. Officials suspect an attempt to cripple railroad transportation facilities.
At the Baltimore wholesale market close, spot wheat quoted $2.28 12. and corn at $2.27 per bushel. Winchester dealers posted prices for wheat after the Baltimore market's close in the afternoon.
The First Troop of Boy Scouts replays A Country Boy Scout at the Empire Theater this afternoon and night. The same cast performs again after a prayer meeting with tickets at fifteen and twenty five cents. The show ends with a patriotic tableau In Time for War.
A hush wedding joined Miss Amanda Ruth Talbert and Dr. Edwin Yost at Braddock Street Methodist Church parsonage in Winchester. The couple married by the Rev. W. O. Talbert, immediate family present. They left for a wedding trip to eastern cities and will reside in Winchester upon return.
Notice states county automobile tickets valid for all gates are available by applying to Shirley Carter at W Theater. The director of Valtey Turnpike Co. notes tickets have been paid for.
The Keller property comprising fourteen acres of land and a new eight room house near the Winchester toll road will be offered for sale in front of the court next Saturday. The sale bill appears in another column of this paper.
City Manager A. M. Field is in poor condition after an accident Monday. He attempted to kick a bottle embedded in the road and cut his foot badly, needing a physician’s care.
A special Common Council meeting is called for tonight to discuss purchasing the Bell property at the northwest corner of Main and Water streets. The council weighs widening Water street at this location and also considers concrete paving.

The unarmed American steamer Seward was sunk off the Spanish coast by a German submarine flying the German flag. The Seward's crew of captain seven officers and 23 men were landed safely in Barcelona with no casualties. A second report from Queenstown says the Wilson line freighter carrying an American fireman was sunk, with the cause still unconfirmed.

Leslie D. Kline of Stephens City has been elected superintendent of schools for the division by the State Board of Education and departs for Philadelphia to attend the Rural Life Educational Conference as Virginia's delegate. The conference gathers leading educators from across the United States and runs through the end of the week. Season Chautauqua tickets go on sale at Empire Theatre after 9 AM Saturday April 14 priced at one dollar for the week.
The Second Virginia Infantry plans to depart Winchester tomorrow for Riverton Virginia to establish a headquarters while guarding railroad bridges in the Shenandoah Valley Captain Conrad will base at Riverton with men stationed along the Baltimore and Ohio Southern and the Norfolk and Western lines The company awaits remaining supplies before departure and the exact time is not set
Edward Breckenridge a colored resident of Winchester died Monday in Philadelphia where he had lived for years. His body will be brought to Winchester tonight and the funeral will be from the late Pater Breckenridge home at 3 o clock tomorrow afternoon. The deceased was a son of the late Peter Breckenridge and about years of age. Relatives from New York and other places have come to attend the funeral. Heskett A Hite and Raymond J Finnerty of Georgetown University have returned to Washington after spending the winter holidays with the former's parents on West Water street.
