The mercury dipped to 32 degrees this morning as cooler air moved into the area. Temperatures stayed around the 30s with a high near 45 expected. a five day outlook through Monday calls for continued cool conditions and occasional winds reducing danger from the cold.

Dwight L. Funkhouser of Winchester plans a solo ride to southern California by August 5, 1963. He will travel with his horse Danny carrying minimal gear and a few personal items, aiming to test himself on a journey over 3000 miles.
Mayor appoints a joint panel to study a proposed civic center site approved by the City Planning and Zoning Commission. Councilman J Ben Cather chairs. members include Huntsberry Battaile Preston Royston Burch City Manager Grant and City Attorney Larrick. The panel will draft recommendations for the Council. The building aims to provide youth and civic space plus parking and convention use.
The City Council postponed action on the Southern States Winchester Cooperative Inc application to build a bulk petroleum storage facility on W Amherst St to next month. The Planning and Zoning Commission had front setback changes approved and preliminary plat approval for Jackson Woods Estates and Recreation Department tennis and volleyball courts near Rouss Springs. Public Health plans include a sanitary survey with sanitarian help from the Winchester office. Northern Virginia Power Co will upgrade downtown lighting with 57 lamps rising to 10 000 lumens at an estimated $100 monthly cost.
In Vientiane Laos a SEATO show of force and an International Control Commission plan to mediate calm the Plaine des Terres as neutralist Gen Kong Le negotiates with Pathet Lao chief Gen Singkapo. Fighting has quieted on the Plaine but northern Laos remains under Pathet Lao control. U.S. and SEATO fear expansion may lead to a Viet Nam style war unless troops intervene.
Frederick County treasurer Harry L. McCann and Commissioner of Revenue Earl S. Bailey have filed for re election ahead of the July 9 Democratic primary. McCann is a longtime local official and past president of the Virginia Treasurers Association while Bailey served in World War I and remains active in county civic groups.
