Winchester OKs water and sewer rate hike
Winter City Council approved ordinances raising water and sewer rates by about 50 percent in a 10 to 2 vote. Dissenters were Councilmen George H. Garber and H. W. Butler Jr. Barbour was absent for the 13th vote. Garber urged delaying action a month to allow a smaller 33 and one third percent increase and borrowing about $300,000 for a new reservoir in 1970.
