City council plans full reports on street sewer and water needs and will consider bond issue financing. Officials will compile detailed assessments of infrastructure requirements and project costs for public review.
The April Common Council meeting reviewed plans for extending sewers and water lines, improving disposal beds, and widening the tax base to include large ice cream plants, slaughterhouses, and restaurants. Meters may be installed at hospitals jails and public lavatories to curb waste.
In Killside, Beckley area, bombs exploded before the houses of James Cave and another miner. State troopers with bloodhounds questioned John Fodor and Andy Honizet, held for investigation. The attacked workers had continued mining after sympathy strikes reduced labor.
Members of the Friendship Fire Company prepare for a forthcoming lecture at City Hall Auditorium on Thursday April 20 delivered by Dr Russell H Conwell of Philadelphia. The talk Acres of Diamonds has been given over 6000 times and will benefit the Friendship Fire Company in Winchester.

Willard, president of the Baltimore and Ohio Railroad, told the Interstate Commerce Commission that private operation offers a solution to transportation challenges. He argued railroads need a fair chance without government interference and noted freight increased by 2 percent in 1920 after federal control ended, countering McAdoo’s claim that roads were worse under private hands.

Senator Byrd announces a law reorganizing the State Highway Department. The plan creates a five member highway commission, a corporate style leadership with a chairman, and a separate highway commissioner. The trial of Hugh L Taylor a Roanoke waiter charged with manslaughter opened in Circuit Court before Judge Whiting and a jury. The case concerns the November 10 accident on Valley pike near Ki when Taylor allegedly struck Atwell H Guard a wealthy county farmer. Witnesses testified to speed alcohol and circumstances surrounding the crash and the jury toured the scene.
