In the county clerk's office today George N Riggs and widow Bessie Ritter were issued a marriage license. Ritter is the daughter of George Fahnestock and widow of Eugene Ritter a former Frederick County justice of the peace. Riggs, son of John M Riggs, had lived in Berkeley County West Virginia and claimed an absolute divorce from his wife there. The couple had been arrested on a statutory charge before the wedding and each paid a 25 dollar fine in county magistrate court.
