State Capitol Highlights Texas Legislature and Staff Debate
Speaker Gib Lewis warned of voting deadlock over a school finance amendment as Gov. Richards pushes her Fair Share Plan amid a looming June 1 court deadline. The governor's staff has nearly doubled since 1984 drawing criticism from Republicans while authorities note increased responsibilities from federal and legislative demands. Other items include a dispute with Aggie lawmakers over a racist cartoon, a bill to license concealed weapons for 21 plus, and a record child support collection of 301.7 million dollars for 1992.

Viewpoint on crime, sentencing, and education versus prisons
The author argues the US has high crime among industrialized nations and critiques studies linking genetics to crime. They oppose lenient credit for time served, call for long term education over incarceration, and propose mandatory schooling for prisoners to improve literacy as a parole condition. They stress building schools, not prisons, to reduce crime and suggest 20 year sentences should mean 20 years served.
