Texas House Senate tackle education bill and open records reform
May 29 adjournment looms as a House Senate conference committee expects easy passage for a broad Texas education reform bill. The measure, led by Sen. Bill Ratliff, would create home rule districts, a $5 million principal bonus fund, class size rules, and a $170 million aid package for property poor districts. It also expands securities board powers and aligns banking rules with federal practice while Open Records changes target inmate data requests. Governor Bush is anticipated to sign, with provisions including silent prayer allowances and parental oversight.
