Texas faces potential losses totaling up to 12 billion over seven years if Congress adopts a Medicaid block-grant system. Sharp urged action including a special session to cover a projected 750 million shortfall, as state aid under current formulas would shift funds to growing populations like Texas. The Houston Chronicle noted proposed cuts could raise Harris County Hospital District taxes by 17 to 27 percent.
