Texas prison audit calls for 5500 extra beds and policy fixes
Comptroller John Sharp released an audit proposing room for 5,500 more inmates in the Texas Department of Corrections by moving prisoners between units and by double-banking cells and camps. It urged about 200 policy changes to save roughly 175 million over five years, drawing pushback from Judge Scott McCown who warned such capacity could breach court orders. Governor Richards supported oversight while Senate leaders warned the Ruiz case could reopen.
