President Johnson urged the United Nations to aid peace in Viet Nam during a 20th birthday address in San Francisco. He proposed an alliance for man to combat poverty, arms race, and population growth, urging nations to curb aggression and work toward global stability.
President Johnson marks the United Nations 20th anniversary with a private breakfast meeting in Kansas City with former President Harry S. Truman. Johnson walks downtown, talks Viet Nam and Dominican Republic with Truman, and plans to address U.N. ceremonies in San Francisco. He urges quick U.N. peacekeeping forces and new disarmament proposals, stressing population control and global armament reduction.
A Senate Government Operations subcommittee approved Johnson's bill to create a Cabinet Department of Housing and Urban Development. It moves to the full committee for action, while the House has already passed similar legislation.
Washington Democrats mock GOP strife as ex aide William Cody Kelly claims party chairman Ray C. Bliss fired him after an after hours desk raid. Frank Kovac alleges Kelly and three aides broke into Kovac’s locked desk while Goldwater supporters critique the fundraising office. Johnson and Humphrey taunt Republicans as Kelly disputes his firing and seeks to explain motives behind the raid.

The House Public Works Committee voted unanimously to deny federal highway money to any state that fails to create a maximum highway safety program by December 31, 1967. Rep. John S Baldwin urged the amendment to a bill on interstate highway cost estimates requiring states to meet uniform standards approved by the secretary of commerce.
The Senate passed a bill to remove silver from dimes and quarters and reduce half dollar content to 40 percent. The measure, 74 to 9, moves to the House where a similar bill awaits debate, with ongoing opposition and support arguments over coinage debasement and silver pricing.

Two major explosions struck the My Canh floating restaurant on the Saigon River killing an estimated 40 to 50 people, many Americans, and wounding dozens. A Claymore mine and a bicycle-borne device were blamed as investigators worked the crime scene. Officials warned the death toll could rise.
A Military Air Transport Service C135 crashed after takeoff from El Toro California 12 crew and 72 Marines aboard were killed. The jet carrying Marines to Okinawa and the Far East exploded in the Santa Ana foothills. Next of kin notifications were underway.
American paratroopers of the 2nd Battalion, 173rd Airborne Brigade, entered a bamboo complex near Thuong Lang in a Viet Cong staging area but found no engaged enemy. The raid followed dawn air strikes on the Dong Nai River area about 20 miles northeast of Saigon as patrols moved north.
Citizens of Buckeye Girls State began governing as the general assembly started reviewing proposals and officials moved departments into operation. Gov Joy Rector named a 20 member cabinet led by adjutant general Judy Engelman of Columbus, the former gubernatorial candidate.
