The hog cholera quarantine in Clinton County ended with 7 270 hogs killed. Twenty infected farms were depopulated and over 200 000 dollars in aid will reimburse farmers. The effort ran from Oct 27 to the close of the project with 40 officials supervising.
Wilmington Schools announce a new free and reduced price lunch plan under the Perkins Bill. Eligible families may receive meals at no or half price, with tickets offering 50 cent savings over 10 days for non qualifying students. Applications go home Jan 4 and are reviewed within 10 days by Rodger O. Borrer, business manager.
Thirty five Wilmington area merchants will give the first Clinton County baby born in the New Year gifts and services. The Baby Derby, open to Clinton County residents, awards clothing, foods, gift certificates, ambulance service home from hospital, a cake, savings bonds, and other items. Parents notify the News Journal editor of early arrivals. gifts are delivered after hospital return.
Wilmington Motor Vehicle License Bureau will be closed from 5 p m Thursday to 8 30 a m Monday for the New Year observance.

Defense Secretary Melvin Laird says Congress must back the Nixon plan for a zero draft and a volunteer force by 1974. He predicts lower draft calls next year, may allow no draft by mid 1973 if pay housing and education boosts pass, and says a 2 to 2.4 million volunteer army could be built by mid 1973 with congressional action. He notes Congress has to approve phasing out the draft next June 30 and defense plans to boost conventional forces. He adds civilians spying was halted and that Soviet ship movements in Cuban waters show no major increase. He says North Vietnamese troop arrivals in 1973 will rise in the first quarter but ARVN traffic to Laos rises.
North Vietnamese and Viet Cong forces attacked a South Vietnamese infantry unit six miles southwest of Mimot in Cambodia before dawn. The assault was repulsed with 74 enemy soldiers reported killed, the highest tally in months. South Vietnamese losses were 10 dead and 36 wounded as artillery and air strikes inflicted most casualties.

In a sprint to adjournment, lawmakers also dropped welfare reform and trade measures to rescue a Social Security expansion affecting about 26 million recipients with new minimums and increases.
