Hollywood AP says Bob Hope plans to rest longer from eye ailment on medical advice before his 12th annual tour to boost troop morale overseas. He was ready to depart for Turkey Crete Greece Libya Cyprus and Italy but the doctor advised a delay of a couple of days.
Frank R. O Neill of the Clinton County Water Co urges Wilmington residents to conserve water in the freezing dry spell. Workers clear ice from pipes linking Lake Yowan to Burtonville reservoir. he says the city will not be completely dry thanks to fire wells supplying about half the needs.
Wilmington mayor elect Thomas W. Downing asked the city council to reduce the mayoral salary from 4200 to 3600 dollars. He argued the mayor’s duties have decreased since the mayor’s court was replaced by Municipal Court. The council rapidly moved to pass the ordinance as an emergency measure, read by City Solicitor Frederick J. Buckley.
Dallas district judge Joe Brown ruled that Jack Ruby’s February 3 trial for killing alleged presidential assassin Lee Harvey Oswald will not be televised. This decision restricts media coverage during the high profile proceeding.
Mayor-elect Thomas W. Downing announced Thomas Hebert as service director and Wilming ton attorney Charles E. Hart Jr. as safety director for the incoming administration. Both currently hold the posts, previously filled by Alec O. Morris since 1960. Hebert, a 43 year old private surveyor and former Marine, has a wartime background in the Philippines and a three and a half year Japanese POW period in Manchuria. Hart, a Chase Law School graduate of Cincinnati, is a native of Ross County who joined Wilmington College in 1944 and was admitted to the Ohio bar in 1953.
The FBI charged Lloyd Blackford of Sidney with a second bank robbery at the First National Exchange Bank in Sidney. He was wounded by police during a prior theft and is held at Wilson Memorial Hospital. FBI investigators pursue other unsolved holdups including the November 5, 1962 Exchange branch robbery.
Four Alabama National Guardsmen on federal duty during desegregation. charged with minor explosions near the University of Alabama. Explosions occurred Nov 16 and 19 near a dormitory housing Vivian Malone and James Hood. No injuries. Suspects James Perkins Norman Daniel James Maxwell William E Roughton detained. bonds posted by two.
Robert Swindler was elected president of the Wilmington Chamber of Commerce for 1964 at the Blue Grass Restaurant. Franklin Nichols and Leonard Kaufman were named first and second vice presidents, with Roscoe Stratton as treasurer and Robert Olinger joining the executive committee. Robert Stanforth was rehired as general manager. the chamber lists 200 member firms and plans a future recruitment drive. Roy Hiatt of Xenia delivery discussed expansion plans and an intent to open an office in Wilmington.
In Moscow Soviet police lifted their blockade of Ghana's embassy as African students protests over a fellow student's death eased. Ghana's ambassador John B. Elliot sought police protection to prevent further damage from anti Soviet demonstrations.
A Russian family of four arrived in Portsmouth Ohio for a week long American life visit organized by the Portsmouth Junior Chamber of Commerce. Victor Pozdneyev Nina Pozdneyev Anatoly Pozdneyev and Olga Pozdneyev stay with the McKenzie family sharing an 11 room house.
Defense Secretary McNamara wrapped up talks in Saigon with Viet Nam's ruling junta including Maj. Gen. Duong Van Minh and Premier Nguyen Ngoc Tho. He expressed optimism about progress in 1964 while outlining plans discussed with U.S. officials. He flew from Paris to Honolulu then Washington. A separate note from Cape Kennedy reports the Tiros 8 weather satellite launch delayed to 4:30 a.m. EST Saturday due to safety system issues.
West Berliners pour through the Berlin Wall to East Berlin for the first time in 28 months. More than 10,000 pass through three hours after crossings open, with up to 800,000 expected to visit relatives before January 5. East German guards permit one day visits amid cautious conditions.

West Germany's largest war crimes trial began with 21 defendants including former Auschwitz SS officers and an ex-prisoner. They face charges of murder and complicity across gassings, shootings, hangings, and tortures tied to the camp's victims, mainly Jewish people. The judge ruled one defendant would be tried separately due to illness.
Russell W. McLarry, 21, jailed on a charge of threatening President Kennedy's life, says it was a joke. Investigators find no link to the assassination.
