A heavy snowfall across a 100 mile wide band from southwest to northeast Ohio hampered highway travel and drivers heading to work. Up to three inches of snow was forecast before an afternoon clearing and much colder air. Snow squalls may persist near Lake Erie with weekend temperatures near or below freezing and overnight lows from 10 to 20 degrees.
Wilmington City Council debates snow response and votes to remove curb snow in addition to sanding and salting. Bowker urges immediate clearance with existing equipment, with Merritt Marsh Kaufman Floyd backing action to improve future curb clearing and quicker snow removal. Emergency session hoped for severe blizzards as city Solicitor Buckley calls for clear duty distinction.
A six inch blanket of snow fell on Wilmington and Clinton county during the night, with drivers finding roads slick in spots though main highways were clear at noon. Snow began around 2 am and followed 0.77 inches of rain. Temperatures rose from 28 to 39 degrees by early afternoon as melting began.

A Bellefontaine furniture and appliance store owned by Charles Tanger burned, with unofficial losses over 200000 dollars. Firefighters from Bellefontaine aided by Huntsville and Rushsylvania crews contained the one story half block building blaze in two hours before opening. Cause undetermined.
Cincinnati police Lt. Charles Martin heads the homicide squad and reads murder mysteries seeking a possible blueprint for murder. He is studying 21 mystery books found in Edythe Klumpp home, the 40 year old teacher charged with murdering Martha Bergen on Oct 30. Bergen’s burned body was found Nov 1 in Clinton County. Klumpp admits involvement in the shooting but says it was accidental and she set the body afire after an alleged demand to prevent divorce. Police seek the bullet as part of continuing re-examination of Klumpp’s car and narrative.
Secretary of State John Foster Dulles returned to Washington to tackle multiple crises. He seeks proposals to the Soviet Union possibly opening East West talks on German unification and maintains limited war posture to deter Soviet probes in Berlin. He also weighs aid to Poland, Iraq’s possible shift to Soviet alignment, Western coordination with France, and Cuba policy after Fidel Castro unrest.
The United Nations failed to secure General Assembly approval for a Cyprus peace talk plan. After hours of debate, only an amended Iranian proposal gained 31 votes with 28 abstentions, short of the two thirds needed, as Greece, Turkey, and Britain were among the disputing parties.

In Cleveland a private tracking lab reports two satellite signals on 20 01 megacycles within 50 hours and 15 minutes of each other. Dr. A L Jones says the telemetered data suggests a possible new satellite in a large orbit about 5 500 miles out, not Sputnik III.
Secretary of State Ted W. Brown seeks details on a $392,500 Huntington Bank loan posted for right-to-work opponents. He will ask the Attorney General for authority to demand bank information. Campaign head Elton Kile filed a report listing the loan and a separate $261,500 Chamber of Commerce loan for media ads.
In Chicago 28 small coffins were laid out in a military armory as solemn tributes to the parochial school fire victims. Black and purple draperies decorated the drill hall and a portable altar stood at the front. The Most Rev Albert Gregory Meyer will preside at the Solemn Requiem Mass. Francis Cardinal Spellman will attend.
In Berlin a top East German Communist warns that Pan American Air France and British European Airways have no right to fly over East Germany. West German Chancellor Adenauer says Western powers will hold Russia responsible to keep all Berlin routes open. Khrushchev threatens to hand over occupation controls to East Germans in six months.
Norman Thomas and twelve prominent clergymen plan to telegram President Eisenhower in support of Rev. Maurice McCrackin the pacifist minister jailed for contempt after refusing to cooperate with a tax summons. Fellowship of Reconciliation says the indeterminate sentence appears persecuting and futile to change McCrackin's conduct.
