London reports via Reuters that Berlin faces provisioning difficulties as Vorwaerts notes potato supplies halted by labor shortages. Milk supply declines prompt authorities to review contracts. Sudden surge leads to about 34,000 soup kitchen portions daily.
London reports England plans a 100 million pound start to provide affordable housing for returning soldiers. Local Government Board President Mr. Long says this liberal aid should be extended to local authorities and agencies. He warns against returning men to substandard housing and stresses occupied land use. The move signals a broader social reform trend after the war.
The 34th annual North Carolina W C T U convention elected state officers for the coming year. Officers include President Mrs T Adelaide Goodno Raleigh and Treasurer Mrs Ellen J Y Joyner Greensboro, both re elected for long tenures. The session also planned future convention sites and national delegate appointments.
Berlin October 5. Dr. Bonne of Klein Flottbeck proposes a rule to serve beer only with a bread card. About 80 000 sign the petition urging Germany to choose bread over beer, citing barley use and daily bread rations.
In Durham on October 4 the Chatham Hosiery Mill raised wages by seven and a half percent after a group of fifteen mending department workers requested higher pay. A rumor of a general strike proved false as only a few employees demanded more and seven girls walked out, later replaced. The mill also granted workers a full hour for lunch.
Berlin reports a substantial rise in female university students during the summer term. Total women reach 5,460, about 1,300 more than at the war's start, making 10.6 women per 100 students and 42.3 percent of residents women.
New York reports that efforts to broker a settlement between dairy farmers and city distributors have collapsed. Consumers pin hopes on a state investigation opening tomorrow. Upstate counties and New Jersey report rioting and raids on milk shipments as masked night riders disrupt transport to railway stations. Farmers claim hundreds join the league, asserting strength.
An eye witness in El Paso reports Caesar Sala an Italian born merchant in Cusi who urged Villa to spare women. Sala was killed by a rifle bullet during Villa's entry into Casi, the lone foreigner saved at Santa Ysabel massacre later struck unconscious by Pablo Lopez.
In Stockholm on Oct 5 Prof Gustave Steffen Socialist author of a May interpellation that spurred war-ward activism was decisively defeated for re-election to the First Chamber of the Riksdag. The campaign features tensions over Aland fortifications and Sweden's chosen policy of impartial neutrality.
New York reports a 24 hour period ending 10 a m with four deaths and twelve new cases of infantile paralysis, marking a new low for the epidemic, according to the Department of Health.
A blaze swept the main building of Stian Broers College in Missouri on October 5. Two aged faculty members were missing, Brother Cormack age 93 and Brother Clemens age 72, believed trapped on the fifth floor infirmary. A nurse and others were seriously hurt while firemen battled the flames near the basement.
The Hague Oct 5 Java eyes Japan's industrial surge with 30 million workers. Henri van Kol urges Netherlands to copy Japan by creating a central native industry bureau in Java to gather data, grant subsidies, and build model factories. He cites Japan's rising export share and dismisses racial incapacity as a barrier.
Members of the Wilmington Light Infantry anticipate their annual banquet honoring retiring commander Capt Edward P Bailey and new commander Capt James B Lynch. Distinguished attendees include Mayor P Q Moore Rotary President Roger Moore and other civic leaders, with toastmaster John L Galloway and a catered repast planned by Mrs John T Rankin.

In Walnut Hills early today Helten Houck 30 shot and fatally wounded Alfred Wetterer 49, vice president of Wetterer Brewing Co. She then shot herself and died at her home. Houck, divorced two years, left a note alleging Wetterer wronged her.
London reports British forces yesterday captured the town of Menkenui a Macedonian village two miles east of the Struma river according to an official statement.
Paris reported by London that during yesterday's advance east of Marvel on the Somme front the French forces seized nine guns according to the war office.
Major General Goethals governor of the Panama Canal and Commissioner Clark of the Interstate Commerce Commission were chosen by President Wilson as two of the three members of the new board to study the eight hour law. Announcement of the third member to be named tonight.
Dr Clarence J Owens president of the Chinese American Products Company and David S Rose general counsel will visit Wilmington on October 11 by invitation of the Chamber of Commerce. They will discuss the proposed Pacific Atlantic Steamship line and its prospects for Wilmington business interests. The visit is arranged by the local Chamber with Owens and Rose leaving Washington October 9 and arriving October 11. The Chamber notes prior correspondence with the company and looks forward to the discussion.

Fishermen report a partly submerged Zeppelin 43 miles northwest of Sylt in the North Sea on Monday. German destroyers and two larger ships surrounded the craft, attempting to keep it afloat near Esbjerg Denmark, with delayed London dispatches.

New York reports the Siemens Schuckertwerke of Berlin is constructing the world largest generator and transformer for the Rhine Westphalian Electrical Works. The generator each sixty thousand KW and the transformer to 110000 volts. U S turbo generators reach 35000 to 40000 KW.
Berlin reports by way of London that Romanian forces are retreating through Transylvania and along both sides of the Strell valley. The war office announced the retreat today as the Arborean, a large American steamer, completed unloading nitrate from Chile and sailed to Newport News.
