Paris report says a French detachment pierced the first two lines of trenches south of Leintrey in Lorraine. All occupants were routed and prisoners taken as Russian troops captured Austro German fortifications near Jacobeni.
Russian troops have captured Austro German fortifications east of Jacobeni southwest of Kimpelung near the northern end of the Romanian front. War office says prisoners and booty were taken. German forces attacked southwest of Riga but the offensive was halted with a Russian withdrawal two thirds of a mile near Kalnze Heek road.
The French attacks near Leintrey in Lorraine were repulsed as frost and snow limit fighting. On the Northern Romanian front Russians made several attacks south of the Vale Putna road with one detachment penetrating a German support point. East of the Aa river German forces stormed a Russian position, took prisoners, and seized 15 machine guns.
Texico City January 31. Arrangements complete to shave Mished and deliver to the government three third class cruisers ordered from Italy years ago. The ships were partly built at Genoa but never finished or paid for. A ship subsidy bill aims to levy an export tonnage tax of 54 percent on national products carried in Mexican vessels. A separate plan before General Carranza seeks the establishment of two naval ships.
Official dispatch from Paris states the transport Amiral Lagom carrying 950 soldiers to Saloniki, escorted by the destroyer Are, was torpedoed by a submarine on January 25. Of those aboard 809 were rescued.
In Raleigh on January 11 the statewide usury measure failed in the House 90 to 7 amid strong opposition over popular appeal from rate rulings. In the Senate Representative Clark’s usury amendment was defeated 32 to 13, as debate cited dissenting Supreme Court opinions and concerns for the poor borrowers and widows.
Reports say three suffragettes and a man arrested in Derby and Southampton on a plot to poison Prime Minister Lloyd George. They face magistrate charges in Derby with formal evidence planned and a full investigation to follow.
Mrs Alice Wheelton, her two daughters and Alfred George Mason were charged at Guild Hall with conspiring to murder Premier Lloyd George and Arthur Henderson. Police court records gave few details but alleged a plan to use poison. Scotland Yard inquiries began over the weekend. The Wheeltons are known in Derby for suffrage activity. Mason is a conscientious objector to military service.
Baseball fans should support the daylight saving plan to move clocks ahead one hour for five months. National League President Tener says it would extend daylight for outdoor amusement and baseball, while Dr. Kunz cites gas savings from Austria’s daylight period and Milton W. Harrison hails daylight saving as a major step toward thrift.

Rio Janeiro, Jan 31. The Minister of Marine confirms in a newspaper interview that German submarines have crossed the South Atlantic. He says they kept to the high seas and denies a German naval base exists in Brazilian waters.

Lloyds announced that the Spanish steamship Punta Teno has been sunk. The report comes from London dated January 31 and confirms the loss of the vessel in the Atlantic.
