A German warning broadcasts that starting at 6 o clock this afternoon neutral ships in the designated sea zones may be torpedoed. The order stresses the indiscriminate nature of the action and urges precautions for neutral shipping.
Washington reports after an hour with President Wilson, Secretary Lansing refused to comment on any decided action amid fears of a diplomatic break with Germany. Officials consider warnings or ultimatums possible as Berlin pledges provoke US concern over shipping losses and damage to relations.
Raleigh February 1 five education bills with varying aims were reported killed by the joint House education committee after nine hours of hearings. Bills on county boards and superintendent elections were rejected. a statewide boiler inspection bill won approval with a $5 fee and a $1890 inspector salary paid by boiler owners led by Grant of New Hanover.
Danish steamer Helligolan and others delayed while British admiralty orders govern movement. Scandina vian American Line postpones Helligova sailing. St Louis sails as scheduled. New York port opens after night seal to allow ships to sail at their own risk.
A German court ruling closes the leak investigation and transfers proceedings to Washington where a council will convene tomorrow to address the matter.
F A Connolly again cannot recall who told him about a peace note amid the leaking scandal. He says his firm earns a living but profits are not large. Representative Campbell presses him about spending on an old country estate. The inquiry resumes in Washington tomorrow at 2 PM.
Washington officials suggested a message had been sent or was about to be sent to Germany, though formal details were withheld late this afternoon.
Berlin reports Chancellor Bethmann-Hollweg told the Reichstag committee that Germany will begin unrestricted submarine warfare when the moment proves ripe. He said March and May last year saw opposition but now the decisive moment has arrived with strong prospects of victory. He warned that Italy and France are already in a critical situation and submarines will heighten that pressure.
Four large steamships in passenger vessel guise, escorted by two warships, were sighted January 29 off Sable Island, Nova Scotia, by Dutch steamer Zuidedijk officers arriving from Rotterdam. They suspected the ships carried Canadian troops.

Chief Deputy Collector of Customs Bobbitt says a guard will watch the German steamer Frieda Leonhardt, the port’s only interned vessel. The ship, idle for almost two years, was recently docked and overhauled, and will be moved to a dock for closer surveillance. An Austrian ship is also noted anchored in Tampa.
Augusta Georgia February 1 The Augusta Cotton Exchange urges all exchanges to close during the uncertain times caused by the German note. No concrete action here beyond removing spot price postings. Steamer Borneo, docked since 1913, remains the sole Central Powers representative. Leh arrived after the war declaration and has not left.
Paris report says the Central Committee of French ship owners informed the Associated Press that Germany cannot change existing practices further. The policy will merely raise insurance rates and freight charges.
Senator Smith of South Carolina introduced a resolution directing the attorney general to investigate New York Cotton Exchange transactions to determine if they are unlawful or restrain trade.
