British noblewomen undertake relief work linked to railway compensation schemes based on the last three years. They advocate for support to railroads affected by wartime traffic and seek mechanisms to fairly remunerate losses during the period cited.
Petrograd correspondent reports split among the enemy delegation at Brest Litovsk with annexationist General von Hoffmann clashing with moderates von Kuehlmann and Czernin. Special to The Dispatch reports Raleigh January 4 that Richard Billings a New York millionaire donated 46000 worth of first mortgage bonds in the Elkins and Allegheny railroad to North Carolina after Governor Bickett urged continued support. The governor’s letter moved Billings to comply and he sent the bonds with remarks of thanks and intent to aid the mountain railroad.
In Petrograd on January 4 the prisoner commission work moves slowly. Russians seek rights to send publications to prisoners in Germany and to Socialists in the Central Powers and demand unrestricted telegraphic contact with Socialist representatives abroad. Germans say they are not authorized to decide. Russians press for a probe into Polish workers deportations to privately owned German factories and await further instruction from the Council of People's Commissars.
The New York harbor and surrounding waters froze again causing a coal shortage crisis. Barges carrying thousands of tons of coal were ice bound as tugs struggled to clear lanes for scows. Hudson and Harlem rivers froze to deep levels with Long Island Sound partly iced over threatening coal terminals and fuel supplies.
Senator Chamberlain introduces a bill creating a Secretary of Munitions to govern arms, ammunition, food, clothing, equipment, and transport as part of a wartime department. The plan consolidates bureaus under one administrator to speed supply and reduce red tape, directing all munitions for war under the President.
Washington reports the Weather Bureau foresees not quite as cold conditions tonight with warmer weather expected Saturday across the eastern half of the United States. Temperatures should rise slowly in interior districts and along the Atlantic Coast.
Special to The Dispatch from Raleigh reports December revenue figures collected by Bailey totaling 830 234.82 dollars, up from 506 065.65 the previous year. The year 1917 shows a total of 3 887 454.63 dollars, a gain of 1 757 360.95 over 1916.
A dispatch states a munitions depot of the Russian Southwestern from was blown up recently. All buildings within a two kilometre radius were destroyed. Exact location and casualties are unclear.
