Berlin reports state President Wilson sent an explanatory note to the Central powers after the first peace note. Secretary Lansing denies a second note. officials dispute this, saying no second note has been sent. Diplomatic communications were shared with American diplomats to clarify the situation amid public uncertainty.
Manila reports the first Philippine Congress expanding self rule by reorganizing government into six executive departments Public Instruction interior finance justice agriculture and natural resources and commerce and communications The cabinet will be led by the governor general with apportioned Filipino appointees and civil service under direct governor general control A Senate rule limits debate to three hours after minority rebuttals to curb filibusters and preserve majority power.
In Raleigh the case of Mrs Edith S Vanderbilt against S F Chapman and others over 465 acres will be retried in Buncombe county court as ordered by the Supreme Court after a verdict found her owner in fee but denied damages. The suit seeks to clear a cloud on title and recover possession, tracing title back to a 1796 grant to David Grant.
