Senate debate on the 2.006 billion War Tax bill centers on raising revenue mainly through direct taxes and bonds. In Duval County Florida district boards report over 100 men who registered June 6 for the selective draft failed to respond to medical examination notices for the first army. Examinations completed, boards review lists to identify absentees. the count may reach about 200. Names will be enrolled as accepted without examination and marshals will pursue.
A strike threat in New York ends with a settlement between government officials and union leaders. Union labor will be required on government contracts and only union workers will be employed in the district. Henry F. Steers, Inc. is to refrain from employing non union labor on government and construction work.
Report from Pittsburgh dated August 10 says ten people were killed in a 2:45 PM explosion at the Spang Chalfant Steel Company plant in Aetna north of the city. Cause of the blast is not yet known.
Washington reports may declare a national holiday on September 2 to mark the mobilization of draft levies for training camps. Officials at the provost marshal general’s office see it as likely, as railways prepare to move 230,000 men from 4,570 districts and accommodate sleeping cars and meals. General Crowder warns local boards to consider re opening cases for married men and dependents, while the draft law allows discharge only when advisable.
The Swedish government invited all European neutrals to a conference of Scandinavian Ministers of State in Stockholm to discuss difficulties neutrals face since America entered the war. Sweden reportedly has received favorable replies.
Six crew members of a Belgian relief ship and three other men were arrested in New York on charges of smuggling rubber and platinum to Germany via Holland and Belgium. Police say the underground route has moved $25 000 to $30 000 worth of goods weekly from Atlantic ports, with goods in Germany reportedly worth five times their U S cost.

Vienna dispatch says Count Czernin the Austrian foreign minister will depart for German headquarters and then Berlin to respond to Chancellor’s recent visit. The trip aims to smooth notes between Vienna and Berlin amid evolving talks.
Washington Aug 10 Authority to enforce the government's program insuring the armed forces was asked in bills by Senator Simmons and Representative Alexander. The plan would provide low cost life and disability insurance with dependents' allowances and government reeducation for injured personnel. Officers and men would be required to allot at least 15 a month to dependents, with up to half pay otherwise, supplemented by family allowances from 5 to 50 a month. Deposits at 4 percent interest could be made from unallotted half pay. Benefits include disability payments from 40 to 200 monthly, and government insurance of 1,000 to 10,000 per man. First-year costs: 176 million. second year: 331 million. total two-year government cost about 506 million.
Four year old Jack de Saulles visited his mother Bianca de Saulles in Nassau county jail after her arrest for the shooting death of her ex husband John L. de Saulles. The mother wept at parting while the boy played in the room. Jail officials hope to repeat the visit. doctors say Mrs de Saulles remains seriously ill and needs improvement before trial.
The executive committee for food conservation among 3,269,000 Baptist members in the South was formed today by a special Southern Baptist convention commission with the food administration. It called for an educational campaign in churches and weekly member reports on food saving.
A dispatch from Athens reported by the Exchange Telegraph says Entente warships have bombarded Turkish batteries along the Asia Minor coast since yesterday. British monitors silenced one of three batteries and destroyed an airfield near another.

Federal and local health officers warn of an infantile paralysis outbreak in Virginia with nine deaths and 35 cases in Rockingham county. The epidemic worsens with new cases in Harrisonburg Front Royal and surrounding areas. The Lawson child died in Rockingham. two more deaths reported recently. Cases also appear in Greene Warren Albemarle Page and Rappahannock counties.
A British Labor Party memorandum prepared by the executive committee endorses rep aration for Belgium and invaded territories, supports the right of nations to self determination, and calls for a league of nations to maintain peace. It opposes turning the war into conquest, praises Russian emancipation, and urges Jewish citizenship rights and Palestine as a free state under guarantees. The document also discusses Alsace Lor raine, Italy in the Adriatic and Aegean, Poland, Luxembourg, and Turkish misgovernment.
Federal Trade Commission investigators report a plan by Armour and Company Morris Company and Libby McNeill Libby to corner the California tomato crop. The alleged scheme would concentrate control of output as prices rise, with packing interests poised to buy up canners and the entire state crop.
AP reports a large explosion and fire at a chemical plant in Haut London injuring and killing many workers. Thirteen bodies recovered. numerous others treated or missing as search continues.
A Washington report from the Associated Press notes sun rim spots visible to the naked eye were announced yesterday by the observatory. The spots were first observed on August 3 and appear large, detectable without colored glasses.
