New York May 3 The United States circuit court of appeals upheld a $200 000 fine against Standard Oil Co for illegal toll concessions in interstate petroleum shipments between Olean New York Rutland Vermont and Bellows Falls Vermont under the Elkins Act of 1903 Forty counts alleged tariff violations from August 1904 to May 1905 with the jury finding the company guilty on all counts.
