Horse Thief Arrested Near Palermo
William Libby, a farmer seven miles north of Palermo, was arrested by U S Marshal Shea on charges of stealing ten horses from the Westhope smuggling operation. The horses were taken July 2 and recovered by a customs collector. Libby was arraigned before U S Commissioner Blaisdell and held on a 1500 bond for a August 30 preliminary hearing.
