Willard 1939 Fire Department Appointments and Sunday Rules
In January 1939 Willard council approved 25 men as Willard Fire Department members under a new law requiring mayoral appointment and council approval. A Sunday ban on pool rooms and bowling alleys was upheld after a tied vote, with a motion to allow late Sunday hours defeated. Local debate featured bowling, pool halls, church leaders, and business owners. Vern Allbaugh, a bowling proprietor, had been fined for Sunday operation, and proposed repeal citing regional parity and league needs. The vote preserved the existing 1913 ordinance with 1926 amendments keeping Sunday closures. Also noted: a 1938 school program provided free dental exams for select grades, parent reports, and PTA kits. Nearby Greenfield Local School District showed interest in joining Willard, with 154 signatures and 100 percent support except for 25 homes in Greenfield.
